The General Secretariat is an independent body providing integrated regulatory, technical, accounting, and administrative support to the Zakat, Tax and Customs Committees, enabling them to carry out their duties with high efficiency and professionalism.
The two guides are an advisory reference for the wider public, and their content is purely regulatory: definitions, circuits and jurisdictions, and case-flow diagrams. We designed them as one system on two colours and a shared grid, so the pair reads together while each works alone. Procedural flows became diagrams you follow by eye, because dense regulatory text goes unread however precise it is.
